If you search in your forum for notification for users you will find some articles:

So main functionality is send notification if user is created/modified so the admin of system (not only user with admin right) can check if the new user is created/changed correctly. We have create a following workflows if login!= admin set status to inactive and another workflow task send notification to main admin of system. Main admin check added information about user and then set this user as active and the user can now login into CRM. This has sense if the comapny has many Branches in many Countries and main admin is notified about user creation/modification.

@prasad I think the solution is to just disable update fields for users module, in workflow task table
