"assign user-email" is not working in workflow emails

Dear vTiger-Community,

my assumption: in the file VTEmailRecipientsTemplate.inc "return array_key_exists('emailoptout', $data) && $data['emailoptout'] == 0;" is causing a fail. because if the assign user email is in "Recipients" is used to email to, the email isn't there because it seems that the users have no field "emailoptout"
